Symptoms
API response error_code: SUBMISSION_NOT_TESTABLE (HTTP 403), context lists the current and valid statuses.
Causes
The submission status is not one of the testable states (e.g. it is already approved/published, or archived).
Production enforces a stricter set of testable statuses than staging.
How to fix it

Check the submission statusOpen the submission in the Vendor Portal. A test license can run only while the submission is in a draft/review state (the exact list is shown in the error context).

Use the right license typeOnce a submission is published, test it with a production/demo license against the published version instead of a test license.
